MVA Attendance Verification


In an effort to encourage students to attend school, Maryland  State truancy law requires applicants for a Maryland Learner’s Permit under the age of 16 to demonstrate acceptable school attendance.


The Maryland Motor Vehicle Administration (MVA) will not issue a learner’s permit to an applicant under the age of 16 unless the student submits a completed Maryland MVA Learner’s Permit School Attendance Certification form (DL-300) during the application process.  The form must be completed by a school official within the applicant’s jurisdiction and must indicate no more than 10 unexcused absences during the prior school semester. Any student with 10 or more unexcused absences in the previous semester will not be eligible to apply for a Maryland learner’s permit.

The truancy law, Senate Bill 519, was passed by the Maryland General Assembly during the 2007 legislative session.

MVA Attendance Certification Processing Procedures at SRHS

Learner’s permit applicants must complete the upper portion of the form (DL-300) and have a parent sign where indicated.  Forms may be dropped off with the SRHS Attendance Secretary first thing in the morning for attendance review.  Applications meeting the MVA’s requirements for attendance will be certified and sealed in an envelope and will be available for pick up at the end of the school day.

Note: completed Attendance Certification forms are enclosed in a sealed school envelope and MUST NOT be opened by anyone other than an MVA official.  Opening the envelope prior to delivery to the MVA will render the contents invalid.
